Shared instruments
Some instruments serve more than one product. CIRCUIT and CONTINUITY share an instrument, as do MANDATE and CHARTER, and ATLAS draws on the normative instruments of the EDS Governance Framework and AXIOM. Licensing several products therefore builds one connected governance set, not duplicate documents.
